Added D-296 - The realms signed a treaty, the Accord (D-347), that makes the frontier nobody's realm. That is why open violence is restrained in town, and why factions keep offices, halls and banners rather than armies. Amended D-316 Nobody's realm means a neutral city-state of the Guild: the treaty is a practical bargain that keeps the stone flowing to everyone (§35).
- The treaty does not reach into the Tower. Inside, there is no law.
- The Commission pushes against the treaty: it has soldiers, counts climbers, and would like the frontier to be the Capital's (§27).
- Nobody holds the Tower gate. Anyone may walk in; without a Cartographer, nobody is known to have walked out again (§9).
